Policy and Cross Cutting Groups


Local Children's Board (formerly Children & Young Peoples Planning Group)

This policy group of the LSP was established to look at issues affecting children and young people across the district and across the other Policy Group themes. The group is now in a process of transformation as we move towards the establishment of Children's Trust Arrangements.

By September 2007 all Children's Planning Groups should become 'Local Children's Boards' accountable to both the Local Strategic Partnerships and the Countywide Children's Executive Board. We aim to have the right representation in our groups to ensure that services are delivered in the best way.

The planned Inspection of Children's Services in County Durham, referred to as a 'Joint Area Review', is due to take place in May 2007. The inspection will identify areas of good practice in our work and highlight areas for development.

The group has adopted the following priorities for children and young people which are linked to the governments Every Child Matters agenda contained within the Childrens Act 2004:

  • Be healthy
  • Stay safe
  • Enjoy and achieve
  • Make a positive contribution
  • Achieve economic wellbeing

Community Safety Partnership

The Community Safety Partnership brings together all partners involved in crime reduction and community safety within Chester-le-Street and the City of Durham District, to develop and deliver local solutions for local problems. The agencies represented in the partnership include responsible authorities aswell as the community and voluntary sector.

The Community Safety Partnership priorities include:

  • To reduce total crime
  • To increase public reassurance and tackle anti-social behaviour
  • To tackle drugs, substance and alcohol misuse to reduce the harm they cause
  • To tackle hate crime.

Cultural Development Group

With Durham being a place of contrast with a rich and diverse history, the aim of the Cultural Development Group is to harness and build upon those features for the benefit of its residents.

Economic Regeneration, Learning & Skills Group

Durham's health as a district in terms of employment, affluence and opportunity relies upon a strong and vibrant economic base. The Economic Regeneration, Learning & Skills Group encourages this vibrancy through partnership working by:

  • Improving business support
  • Understanding the needs of business through consultation to improve business engagement
  • Encouraging the expansion of job opportunities
  • Developing and supporting the 'Junior Business Club' initiative

Lifelong Learning Group (now part of Economic Regeneration, Learning & Skills Group)


From those learning life skills to members of the academic community, lifelong learning is for everyone. The aim is to 'bridge the gap' in service provision, which will lead to improved employability. The Lifelong Learning Group aims to work in partnership to:

  • Improve quality of learning across the district
  • Develop easier access to learning opportunities
  • Support learning providers to provide locally based learning that meets locally determined need
  • Support increased adult participation in learning through work in the community

Health Improvement Group

The Health Improvement Group works in partnership across both Durham and Chester-le-Street to reduce health inequalities throughout the district. National and regional factors affecting the district combined with local needs have outlined priorities for this group:

  • Reduce alcohol misuse
  • Promote mental health awareness
  • Encourage physical activity and tackle obesity
  • Raise awareness concerning sexual health

Housing & Environment Group


With wide ranging and forward looking plans, which concentrate, on the need to build sustainable communities, the Housing and Environment Group attempts to go beyond the immediate housing and environmental issues to look at all factors which affect the neighbourhoods in which we live. The group aims to:

  • Develop communities through community led regeneration projects
  • Support vulnerable people
  • Promote and develop sustainable communities
  • Improve transport links and arrangement within the district
