AAG - Area Advisory Group

B

Best Value - A framework, based on a set of nationally determined indicators to help local authorities measure, manage and improve their performance.

C

Cabinet (Council) - A group of lead Councillors and the Mayor who have political 'executive' responsibility for the Council. Sometimes this group might be called the Executive. Each of the lead Councillors has a particular area of responsibility eg. Portfolio holder for Finance.

Capacity Building - Shorthand for a wide range of support, techniques and initiatives which aim build the capacity of individuals or organisations within communities to contribute effectively to regeneration projects

Capital Funding - Money spent on the purchase or improvement of fixed assets such as buildings, roads and equipment.

CDDC - County Durham Development Company

CDPCT - County Durham Primary Care Trust

CDRP - Crime and Disorder Reduction Partnership

CDSP - County Durham Strategic Partnership

Childrens Fund - Aims to ensure that vulnerable children get the best start in life and remain on track in their early years.

Community Strategies - The plans which local authorities are now required to prepare for improving the economic, environmental and social well being of local areas and by which the councils are expected to co-ordinate the actions of the public, private, voluntary and community organisations which operate locally.

Compact - A framework for working to improve the relationship between a statutory body such as the Council and the community / voluntary sector aimed at improving relationships based on shared values and mutual respect.

Consultation - Giving local people the opportunity to give their views on issues/documents which will affect them and the community in which they live.

County Durham Economic Partnership (CDEP) - The sub regional partnership for Durham

Crime and Disorder Reduction Partnerships - Statutory partnerships formed as a consequence of the Crime and Disorder Act 1998 which required the Police and local authorities and others to work together to tackle crime and disorder within a local authority area.

CSA - Children's Service Authority

CVS - Councils for Voluntary Service

DAG - Development Action Group

DASH - Durham Action on Single Housing

DCC - Durham County Council

Delivery Plan - A plan which sets out what a project or programme intends to achieve, when, where and at what cost.

DfES - Department for Education & Skills

DISC - Developing Initiaves by Supporting Communities

Durham Net - Internet Service Provider

Evaluation - An assessment, after a project or programme has started, of the extent to which objectives have been achieved, how efficiently they have been achieved, and whether there are any lessons to be gained for the future.

GONE - Government Office North East

Government Offices for the regions eg. Government Office North East (GONE) - There are nine Government Offices, each working with regional partners and local people to help deliver the governments key aims at regional level.

Indices of Multiple Deprivation - DETR published the Index of Multiple Deprivation 2000 (IMD) for England on 22 August 2000. This replaces, and improves significantly on, the Index of Local Deprivation 1998. The IMD uses a broader range of data sets and more up to date figures to produce a series of deprivation indices at both ward and local authority district levels. It provides a guide to the extent of various types of deprivation within areas but does not tell us to what extent individual households are subject to multiple deprivation.

LAA - Local Area Agreement

LCB - Local Children's Board

LDF - Local Development Framework

LGA - Local Government Association

LGR - Local Government Review

Local Public Service Agreements - Agreements between individual local authorities and the Government setting out the authority's commitment to deliver specific improvements in performance, and the Government's commitment to reward these improvements. The agreement also records what the Government will do to help the authority achieve the improved performance

LSC - Learning and Skills Council

LSP - Local Strategic Partnership

LTP2 - Local Transport Plan 2

Match Funding - A term used to express a grant of money that must be "matched" along with another grant of money. For either grant to be paid there must be an agreement in place confirming both grants have been approved.

NEET - Not in Education, Employment or Training

Neighbourhood Renewal Fund - Provides public services and communities in the 88 poorest local authority districts with extra funds to tackle deprivation. The original £900 million pot has been extended for a further 3 years and has been increased by a further £975 million.

NGB - National Governing Body

NVQ - National Vocational Qualification

ONE North East - The Regional Development Agency for the North East including Durham, Northumberland, Tyne and Wear and Tees Valley. Body accountable to the Offices of the Deputy Prime Minister and responsible for supporting the development of a thriving economy across the region.

ONS - Office for National Statistics

Partnership - Partnerships vary greatly in how they are established and resourced and how they operate. There are no defining features for partnerships but they should bring together representatives from different sectors and different communities of interest to agree and work towards common goals. organisations which bring together representatives of those who have an interest in the local area such as local authorities, health trusts, businesses, voluntary organisations, and residents groups.

PCT - Primary Care Trust

PDM - Partnership Development Manager

Performance Indicators - A measurable target applied to find out if something is actually working / meeting its aims.

Private Sector - Trading Organisation and individuals whose purpose is to make profit for themselves or shareholders

Public Sector - Organisations set up by government to provide services to the general public e.g. Primary Care Trust, Council, Police Authority.

Public Service Agreement (PSA) - Contracts of engagement with government to work towards certain targets with various strategies e.g. Sure Start. There is usually designated funding for this work.

Pump Prime (Funding) - Initial funds used to set up a new activity or group.

Q

Quango - Government appointed, rather than elected, body, for example the North East Regional Development Agency (ONE North East).

Regeneration - The Community Network definition is 'improving the quality and equality of peoples lives'

S

SCS - Sustainable Community Strategy

SMEs - Small and Medium Enterprises. Usually referred to as businesses, but voluntary groups can be included.

Social Economy - Groups and agencies working for the benefit of their members, co-operatives, voluntary and community, trade unions etc. (Not private or public sector agencies)

Social Exclusion - People who are prevented from participating in the mainstream activity of everyday life through poverty, unemployment, lack of education, lack of influence and decision making etc.

SSCO - School Sports Co-ordinator

Statutory Organisation - Organisation that must operate by Government law/statute, such as the Council, Police Authority etc.

SURF - Sustainable Urban Regional Futures

Sustainability - Ensuring that something is lasting and that it does not have a negative impact on other things such as the environment or social- wellbeing. It can be sustained.

V

Voluntary Economy - Organisation run by voluntary management committee often with paid / professional staff and their resources.
